According to Judge Sergio Moro, Brazil faces “systematic corruption”, which goes beyond the payment of kickbacks in Petrobras and is a consequence of the fragility of institutions and their culture. “Let’s be clear: the government is the main actor responsible for the creation of a political and economic environment free from corruption,” he said. “It is necessary that other public institutions, such as the executive and legislative power,  adopt public policies intended to prevent and extinguish corruption. Systematic corruption could not be a problem only to the judiciary.”
