Despite resistance from allies, Brazil’s Federal Government presented to Congress, on Tuesday (07/02), a message on the plebiscite for political reform with controversial issues that divide parliamentarians.

The list of suggestions for popular consultation presented by Dilma Rousseff include campaign financing (public, private or mixed), the type of electoral system (proportional or district oriented), the end of partisan coalitions, the end of   the senators substitution process (In Brazil, when a senator is promoted, the runner up to the seat automatically takes power) and the termination of the secret vote in Congress.

Dilma says that the renovation of the political system is essential.
